Delegate Graves moved to amend the bill on page 12, section 10, by striking that section in its entirety and inserting in lieu thereof the following new section:

“ § 11-28-10 Allocation of Total Credits Authorized.

Total credits authorized by this article shall be allocated on a first come first served basis as shall be established further by rules promulgated by the Tax Commission, pursuant to the provisions of § 11-28-15.”
